Must have had a mental lapse, by not explaining!According to the posted sign, if you knew an adult survivor of child sexual exploitation you could donate to a charity by buying a ribbon and tying it to the fence. The campaign ran all last summer, the ribbons and sign are still there.
Very sobering to see so many of them!
